CaSS Senior Shelter

Signature Projects was proud to deliver the first facility of its kind in the nation—an emergency shelter specifically designed to serve seniors experiencing homelessness in a non-congregate setting. This change of use renovation transformed a long-abandoned Phoenix Inn into a safe, dignified space operated by Central Arizona Shelter Services (CASS).

This federally funded, prevailing wage project—completed in partnership with CASS and the City of Phoenix—included major plumbing upgrades and reconfiguration of 155 former hotel rooms into 130 private units, along with offices, treatment rooms, a communal kitchen, and full parking lot improvements.

Designed to feel like a residential community, the shelter includes private bedrooms and bathrooms, a central courtyard, a communal kitchenette, a dog run, landscaped exercise paths, and garden beds—creating a humane, supportive environment for vulnerable seniors.

The CASS Senior Shelter stands as a model for future facilities nationwide, blending innovation, compassion, and construction expertise to meet a critical and growing need.
